History

The Alabama Network of Family Resource Centers (ANFRC)

Established in 1999, when four family resource centers rallied together to support and expand the work of family resource centers, ANFRC is an organization of non-profit agencies and programs that provide a wide array of services designed to protect children and strengthen and support families in Alabama. The purpose of the Network is to support the development, growth, and continuation of these services by providing technical assistance, training, advocacy, resources, and networking opportunities.

In May 2000, the Alabama Legislature passed into law ANFRC’s 25 standards for family resource centers. This major milestone protects the integrity of Alabama’s family resource center model and ensures the highest quality of service for Alabama families. These standards provide oversight of service delivery, fiscal management, and center administration and accountability.

The Alabama Network of Family Resource Centers (ANFRC) contracted with Community Services Analysis LLC to determine the total Net Social Return on Investment (ROI) for the services of its members. For fiscal year 2014, it was determined that the ROI was in 493% – for every $1 invested in the ANFRC members, the State of Alabama received $4.93 in immediate and long-term consequential financial benefits.

The total funding investment for services made by city, state, and federal government agencies, and from contributions from foundations, corporations, and individuals totaled $11,686,445. The net value resulting from activities of ANFRC members during the year totaled $54,956,000. ANFRC has used this data to call attention to the value of Family Support and Strengthening work, utilizing the same ROI language as other fields do to demonstrate efficacy.
